This is a question that was asked when one reported explained how to get discounted accommodations to Disney World. The newspaper's answer:

"It really is no different than a grocery store offering free samples. If they don't want people to grab one, they shouldn't offer. Time share companies base their entire business model on just getting people through the door. And when all is said and done, the strategy pays off. Bluegreen Corp., which owns the Lodge Alley Inn downtown, closed deals with 13 percent of the people they convinced to listen to a pitch in 2005 according to their filings with the Securities and Exchange Commission."

Heh, I can't read the article, but of course it's ethical to take from them. It's their marketing tool. They wouldn't do it if they didn't earn money from it overall.

The only downside is knowledge that your freebie is effectively subsidized by the suckers who do sign up. On the other hand, if there weren't timeshare-savvy freeloaders, the timeshare promoters would earn even more profit from their "free" pitches.
